Should long holidays be spread out?

You may have heard that it's usually difficult for people working in Japan to be away from work and take a long vacation. But there are at least two times of year that allow people to take relatively long vacations─one is "Golden Week" at the end of April and beginning of May, and another is "Silver Week" in late September. Both of them have several national holidays concentrated within a week or so, so you only have to take a few extra days off work to get a vacation as long as a week or two.

There's no wonder that a lot of people want to go out somewhere and have fun during those special weeks. Highways are backed up everywhere, while bullet trains and airplanes are jam-packed. If you visit an amusement park, you are likely to get exhausted rather than relaxed. Overseas package tours are also very popular, and their prices go skyrocketing.

To solve these problems, the Japan Tourism Agency is now considering allocating the holidays differently across regions. According to their plan, Japan will be divided into five regions and each region will take its vacations at different times. As a result, roads, trains and airplanes will be less crowded, travel tours will become less expensive and will allow more people to afford them─they say.

The plan sounds nice, but things may not be that simple. It may be hard for companies that have branches or factories throughout Japan to take vacations at different times. If you live far from your lover or family, you may not be able to spend a vacation together. Before the plan is put into practice, the administration and the public both have to discuss its advantages and disadvantages thoroughly.

こうした問題を解決しようと、観光庁は今、地域ごとに休日の時期を分散化させることを検討しています。彼らの計画によれば、日本は５つの地域に分割され、地域ごとに異なるタイミングで休暇を取ります。結果として、道路や電車、飛行機の混雑は緩和され、旅行ツアーの価格は安くなり、人々にとって参加しやすくなる──同庁はこう言っています。

この計画はよさそうに思えますが、物事はそう簡単ではないかもしれません。日本全国に支社や工場を持つ企業にとっては、異なる時期に休暇を取ることは困難かもしれません。恋人や家族と離れて暮らしている人は、一緒に休暇を過ごすことができなくなるかもしれません。計画が実行される前に、行政も市民も、そのメリットとデメリットについて十分に議論すべきでしょう。
